I am not very knowledgeable on the weather, but checking other weather maps, that spot is the center of a low pressure area, so all winds are moving toward it. The wind map is ground wind direction, I would assume. So... perhaps the winds are causing a funnel of some sort and air is then moving upwards from that "black hole" and away from it higher up in the atmosphere.
I am sure someone can come up with a better answer.
