Are permits for whitney this time of year self issue such as fill it out at the trailhead, or do you have to stop somewhere and pick one up?

Self issue permit forms are available from November 2nd to April 30th. All Mt.Whitney Wilderness Permits must be picked up at: Eastern Sierra InterAgency Visitor Center, roughly 2 miles outside of Lone Pine. You fill out the permits provided at the kiosk by the Highway and pick up your wagbag for waste. It is located at the junction of Highway 395 and SR 136.
