What do I think? ....I think they should:
Charge more for the permits
Use the $$ to set up a system where they can redistribute the no-shows to walk-in people.
Use the $$ to manage time-windows: I am sure there are lots of people who would be willing to start at 4 AM if 9-10 AM was the only time they were allowed to start up the cables.
Lots of others might be willing to go up the cables at sunset if that was the only time window they were allowed through.
The N.P. could really manage the safety of numbers on the cables AND permit more people to access Half Dome, if they would just try to use a little creativity.
