To span the entire month, I think you would need to submit multiple applications, at $6 each (no-refunds), with each one covering 10 days. Of course, if you got lucky and were selected on more than one, you would be charged the $15 per person for the reservations. ...and "There Are No Refunds for the Mt. Whitney trail or Mt. That is yet another reason for the need of date ranges.
It really does not matter what time you create your lottery entry between Feb 1 or March 15. The actual lottery will not be run until AFTER the March 15 deadline.
