The Sheet I don't see anything on that article regarding never-opening. The latest closing date mentioned was June 30. I can't imagine leaving those areas closed in 2021, 2022, and beyond.
If you're never going to open those areas again, you might as well permanently relocate everyone out of Bishop and the other Eastern Sierra towns and turn over the whole thing to LADWP.
