If you are driving up the portal there is a gate that's open (when i was there) that has a road closed sign. You drive past that and there is another gate that's locked and is around 1.5 miles from the trail head. Unless they closed the bottom gate where the sign is within the last few weeks (doesnt sound like they do) then nothing should have changed since I was there.
