My favorite in the past was Hot Creek. There were restrooms, a changing area, etc. But the Inyo National Forest has declared it to be unsafe and has fenced the area off and prohibits people from using the spot. The reason given was that the hot spring that came out of the creek couldn't be guaranteed not to scald someone.

I know there are other hot springs in the area, some are commercial, but have not tried them. I hope others can give you come recommendations.

Here is a forum for california hot springs (it is run by the same person who runs the Yosemitenews.info forum):

The body betrays and the weather conspires, hopefully, not on the same day.

Keough's Hot Springs, 8 miles south of Bishop, has a swimming pool at @ 80+F, and a small pool at @ 100+F. Modest fee to use the facility. Fed by a natural hot spring. It is a clean, well maintained facility. http://www.keoughshotsprings.com/

The water flows out of Keoughs' into the so-called "hot ditch," but I can't advise using that - it is not clean.
