There are a few ways to approach this...
1. Forget about it in July -- there will be too much snow for both passes.
Army will without a doubt be loaded with snow until very late, and depending on the heat New Army will at the very least have a big cornice at its top. The earliest I've been over New Army is 4th of July after a very mild winter.
or...
2. Consider using Cottonwood Pass, which will be open.
You can climb Cirque Peak, then go around the cirque and head to Langley.
