Regarding permit changes, I think they mean changes to the number of people hiking can be changed. Of course increasing the number would be possible only if space were available.
I think Inyo has some pretty strict rules against changing the leader or alternate leaders names. If people could change the names, then our Half Dome Permit hacker could enter the lottery a whole bunch of times, and then scalp his permits on Craigslist.
