As sad as this is, its opportunity to tie the punishment to the crime and make an example out of her. The courts should order her sorry butt back to all these sites she defaced and start scrubbing. The fine should cover all cleaning supplies, supervision, and legal costs. Looks like it would take years for her to clean it up, based on the amount of damage she's done.
