Home Depot does the same thing. It might be just my local Lowes, but they have to call over a manager to get the transaction complete. The two Home Depot's I go to do not do this.
There are lots of great business' out there that offer a military discount. I make sure I ask if I'm someplace new.
One of my favorites (besides Denny's) is Bass Pro. Though they only offer it one week a month. I just make sure I spend enough so the savings covers my gas.
