"PHOENIX (Reuters) - When voters in Arizona go to the polls next month, they will be asked to decide a landownership tug of war: Should the Grand Canyon belong to all Americans, or just the residents of Arizona?

A controversial ballot measure backed by Republicans in the state legislature is seeking sovereign control over millions of acres of federal land in the state, including the Grand Canyon.

Proposition 120 would amend the state's constitution to declare Arizona's sovereignty and jurisdiction over the "air, water, public lands, minerals, wildlife and other natural resources within the state's boundaries."

One difference is that Arizona never owned the Grand Canyon.

Another is that Arizona already has sovereignty over it, Notice you have to have a state fishing license to fish in a NP, and a state burn permit, etc. That's sovereignty at work. Notice they are not claiming any sovereignty they do not have, such as federal military enclaves and Indian reservations.

Oh and there is an exception in the amendment for "Lands of the United States", which last time I checked included the Grand Canyon National Park.

Unless they are claiming either ownership or exclusive sovereignty (the act specifically claims the same sovereignty as all other states) its a silly, empty gesture.
