Road down to Agnew Meadows still closed?

Does anyone know if the road down to the Agnew Meadows area west of Mammoth Lakes is still closed? If it is, is it due to the seasonal closure or fire closure? I've heard of adventurers walking down the road either early or late season before the gates are opened (I heard it's legal?) but if the road is closed due to the fires then I would assume of course that walking down there would be illegal. Thanks!

"Closed:

Per Forest Order No.05-04-50-20-20, the following are closed:

The John Muir Wilderness and Ansel Adams Wilderness Areas
Inyo National Forest outside of wilderness within Madera County and outside of the Mammoth Mountain Ski Area. The most common destinations are Reds Meadow Valley and the Devils Postpile National Monument. This area remains closed due to the Creek Fire to the west. The Reds Meadow Road is closed at Minaret Vista."
