Read through most of the comments. Many are well thought out, others are incoherent spittle. I'm not sure how these might influence final alternatives. I'm hopeful that getting slammed on their incoherent zone system is enough to get them to change. Same with any attempts at quota beyond controlling totals from trailheads and group size when traveling cross country.

Of course, my main concern is stock impacts on meadows and I was happy to see thoughtful comments there.
