Yes, I understand. Along that line, Yosemite advises people to stay away from Half Dome when the cables "are down", and all agencies always tell people to treat or filter their water. Agencies always need to aim for the lowest common denominator, and "cover all the bases". So I usually take their recommendations with some additional consideration.
Of course I don't know your experience level, so they may be right on the mark with their recommendations.
