Cottonwood Pass is often not over their quota, so they have likely set June 28 as the date when they start enforcing the quota. So all you need to do is walk into the Visitor Center S of Lone Pine and ask for the permit. If you want to make sure,

I tried to book an overnight permit for this weekend to go over cottonwood pass for a quick 2 night trip but it says permits are not needed until June 28th. Are they really allowing people to stay overnight in the back country without a permit? Any
