The plan (actually there isn't a plan, that's sort of the point of the thread) but the prospect of the worst case scenario,let's say, is almost as ludicrous as SF paying the people of the US $30,000 per year for the power, water and real estate involved. That's the rent on a 1`-bedroom apartment in the City. In 1912 it was theft. Today, it makes Bernie Madoff look like a pickpocket.
